We are pleased to present the fourth quarter (October–December 2025) edition of RegTracker, CIRC’s regulation tracker, capturing key regulatory and policy developments shaping India’s governance landscape as the year concluded. This quarter reflects a strong focus on regulatory enforcement, institutional balance, and the integration of sustainability, security, and digital governance into policy frameworks.

In the energy sector, regulators considered buyout price mechanisms to improve compliance with Renewable Consumption Obligations, while CERC amended cross-border electricity trade regulations to enhance regional power cooperation. The SHANTI Bill, 2025, marked a significant step toward strengthening India’s nuclear energy ambitions, reinforcing long-term energy security objectives. RBI’s project finance relief measures highlighted a calibrated approach to balancing financial stability with infrastructure-led growth.

Digital and telecom regulation saw important shifts, with amendments to intermediary and digital media rules signalling enhanced oversight, alongside efforts to operationalise India’s data protection framework.
