Amit Kapur is a Partner at J. Sagar Associates (JSA) and has been with the firm since 2000. He has led JSA’s Infrastructure practice since 1997, with a sharp focus on sectors such as energy, transport, communications, and municipal infrastructure. He served as Senior Partner from April 2017 and took over as Joint Managing Partner in January 2019. A graduate of Delhi University with a B.Com (Hons.) in 1985 and an LL.B in 1988, Amit is widely recognized as a leading expert in public procurement, public-private partnerships (PPP), regulatory affairs, and dispute resolution.
His legal work spans strategic advisory, complex litigation, transactions, and policy drafting across sectors like power, hydrocarbons, transport (rail, highways, aviation), social infrastructure, and telecom. He has advised several central and state government bodies, regulatory authorities, developmental institutions (such as the World Bank, ADB, WSP-SA), and leading corporate houses including Tata Group, Adani, Vedanta, GVK, GMR, L&T, and Reliance ADA. He played an instrumental role in landmark infrastructure projects such as Delhi electricity privatization, Mumbai and Delhi Metro Rail, and the first three Ultra-Mega Power Projects—each exceeding USD 3.5 billion.
Amit has been actively involved in law and policy reform. He assisted the Kelkar Committee on infrastructure development (2015) and was a member of the committee appointed by the Ministry of Law to review the Specific Relief Act, 1963, which led to key legislative amendments in 2018. His expertise includes advising on constitutional and legal frameworks, drafting regulations and legislation, structuring commercial transactions (including M&A and financing), and advocating in high-stakes regulatory and contractual disputes before the Supreme Court, High Courts, regulatory tribunals, and arbitral forums.
He has been an active contributor to capacity-building initiatives, having conducted training programs for the Competition Commission of India, Ministry of Finance (PPP), and electricity regulators under SAFIR. He also teaches executive education programs at the National Law School of India University, IIM Bangalore, and SAFIR.
For over 15 years, Amit has served on the National Infrastructure Council and the Energy Committee of the Confederation of Indian Industry (CII). He is also a member of the Management Governing Council of the CUTS Institute for Regulation and Competition (CIRC). A prolific writer and speaker, Amit has published widely on infrastructure finance, regulatory frameworks, energy policy, and economic governance. His publications include contributions to the IDFC Law Reporter, ET Energy World, Power Line Magazine, IBA Journal of Energy & Natural Resources Law, and more.
He is affiliated with several professional organizations, including the Supreme Court Bar Association, Delhi High Court Bar Association, International Bar Association, American Bar Association, and the Bar Council of Delhi. He also serves as Vice President of the Energy Bar.
