We are pleased to present the third quarter (July–September 2025) edition of RegTracker, the regulation tracker of CIRC. This quarter reflects India’s ongoing commitment to strengthening regulatory frameworks across energy, transport, digital, and environmental domains, supporting sustainability, innovation, and economic growth.
In the energy sector, key developments include CERC’s refinement of the transmission framework to support emerging clean energy technologies, enhancing cost allocation, operational clarity, and incentives for renewable integration. PNGRB introduced a revised tariff framework, reducing transport costs for CNG and PNG while encouraging long-term contracts to stabilise supply. MNRE unveiled updated guidelines for the Green Hydrogen pilot scheme, expanding decentralised applications in residential, commercial, and mobility sectors, reflecting India’s push toward inclusive and sustainable clean energy solutions.
In transport and infrastructure, MoRTH strengthened FASTag-based toll collection to enhance transparency and revenue efficiency, while the Indian Ports Act, 2025, modernised maritime governance to encourage private sector participation, sustainability, and competitiveness. The SOP for NH Tunnel Alignment Studies improved feasibility assessments for hill highway projects, ensuring safer and environmentally responsible development.
The digital and telecom domains saw significant moves as India balanced innovation with regulation. The Promotion and Regulation of Online Gaming Act, 2025, fostered a structured, responsible gaming ecosystem. TRAI operationalised in-building infrastructure registration to improve accountability and connectivity, and proposed streamlined audit norms for addressable systems, easing compliance for smaller operators while ensuring transparency in reporting.
In environmental governance, the Ministry of Environment, Forest and Climate Change operationalised the HOWM Rules for hazardous and other waste imports, enhancing accountability and supporting responsible recycling. Additionally, CERC proposed amendments to the Renewable Energy Certificate mechanism to strengthen incentives for off-grid renewables, promoting financial viability alongside sustainability.
