We are pleased to present the second quarter (April–June 2025) edition of RegTracker, the regulation tracker of CIRC. This quarter reflects India’s continued efforts to modernize its regulatory architecture, with a focus on sustainability, digital expansion, and improved public service delivery.
For this quarter the energy sector saw many significant developments. The Central Electricity Regulatory Commission (CERC) proposed key amendments to power market rules, paving the way for virtual power purchase agreements. The Ministry of New and Renewable Energy (MNRE) released draft guidelines for the lab-based approval of solar PV inverters and updated norms for wind turbine testing and waste-to-energy projects.
In transport and infrastructure, the government simplified procedures for vehicle registration and certification, while the DGCA introduced streamlined processes for airworthiness documentation. A nationwide cashless treatment scheme for road accident victims was also announced.
In the digital domain, TRAI issued a tariff order under the PM-WANI scheme to promote affordable broadband through Public Data Offices. The government’s move to unlock spectrum for high-speed WiFi and DoT’s enhanced satellite security regulations reflect India's focus on next-generation connectivity.
Environmental governance advanced with CPCB’s updated guidelines for environmental lab recognition and solar panel waste management. Additionally, new emission intensity targets were set for key industrial sectors. We hope this edition provides useful insights into the regulatory shifts shaping India’s growth story.
