CUTS Institute for Regulation & Competition, New Delhi, announces swift eight weeks online Certificate course on "Law and Practice of Public Private Partnerships (PPPs)" is intended to introduce participants to the provisions of the Law and Practice of PPPs. The course is aimed at providing a better understanding of the legal and economic aspects of public- private-partnerships, project life, contractual agreements and management issues. The course is open for Central and State Govt., Private sector officials involved in activities related to public- private-partnerships projects, officials of Municipal Corporations, Lawyers, Management Consultants and other professional as well as students.

This module covers role and relevance of infrastructure in the development of the economy, challenges and opportunities in developing infrastructure services, micro perspective on infrastructure and regulatory aspects involved therein with a brief introduction to the scope and methods of involving private participation in infrastructure.

This module provides for the understanding of public private partnership, its concept, reason, scope and types. It further covers the historical evolution of PPP contracts with country and sector wise case studies.

This module covers the indicators to be ascertained for the capable decision of identifying projects for PPP. It lays out stages of the PPP project process and various examinations to be made prior to identifying projects most suitable for successful and effective PPP model. The second unit cover the subject of project finance, its structure/arrangements, principles, and determination of source of financing with risk and valuation analysis.

This module provides for the model infrastructure procurement process, its history and concept. The second unit provides for the procurement methodology (step-wise) considerations along with forms of procurement, i.e. procurement delivery model options.

This module emphasizes on ‘concession agreements’, the concept and steps involved in ascertain and developing a project oriented concession agreement. It focuses on the elements constituting concession agreements and compliances to be made in that regard.

This module lays focus on developing concession agreement pricing, uncertainty and risk in concession agreement pricing, with its implication. It also covers the negotiation of concession agreements, government’s role and objectives, private player’s role and objectives and its importance.

This module primarily covers the administration of concession agreements, contract/agreement re-negotiation and dispute resolution schemes and objectives. This module also focuses on the role of competition law and policy in the formation, administration and execution of such concession agreements.

The conduct of the online course is divided into two stages :

Stage 2 : Examination and Issue of certificate after successful completion of course as per the schedule.
